Are there Maoist in the urban areas ?
We are all aware that the armed maoist operate in the Jungle areas, their violence against the security forces and innocent common people is known to all but the maoist organisation has two parts, the visible Armed Maoist in the jungles and the other invisible part, The Urban Maoist who operate in the cities and towns.
Question 2 :-
On what basis can we say that the urban maoist exist ?
Everything about the urban maoist is clearly mentioned in the Maoist documents. They have made attempts to draw up guidelines for their urban work since a very long time. The main document has been their Circular on, ‘Town and Cities: Our Program and Organisation’ this circular was first published in 1973 by the Andhra Pradesh State Committee. This circular was later on reviewed, ‘Review of our Document ‘Method of working in Towns’ this review was published by the People’s War Group (PWG) in 1995. After the formation of CPI (Maoist) Party their document ‘ The Strategy and Tactics of Indian Revolution ‘ has a whole separate chapter under the heading ‘Work in Urban Areas’. A separate document ‘Urban Perspective’ has been prepared by the CPI (Maoist) giving detailed guidelines about the working of the Urban Maoist.
What more proof is needed to prove the existence of the Urban Maoist.
Question 3 : –
What do the Maoist exactly want to achieve ?
The Maoist document ‘The Strategy and Tactics of Indian Revolution’ very clearly mentions their aims and objectives.
” The seizure of Political Power by armed force, the settlement of the issue by War is the central task of the Maoist” — Mao Tse Tung.
They further make it clear, ” The very act of establishment of Maoist State Machinery, by destroying through War, Indian Army, Police and whole Bureaucratic system, is the Central Task of the Maoist Organisation ”
The Maoist want to destroy the whole democratic setup & want to capture political power by violent means and for that purpose they have launched a War against India.
At least now there should be no doubts about what exactly the Maoist want to achieve.
Question 4 :–
What exactly is the work of the Urban Maoist ?
The Maoist document ‘Urban Perspective’ clearly specifies the work of the urban maoist. It says: “The final objective of the revolution is the capture of the cities, the enemies main bases and this objective cannot be achieved without work in the Cities “.
The urban moist are tasked to create mass organisations and engineer massive agitations. They are duty bound to provide cadres, leaders, arms, ammunition, medicines, various electronic devices and all types of logistical support to the armed maoist in the jungles. The Armed Maoist (PLGA) plays the lead role and urban maoist play the supporting role to PLGA.
Question 5 :–
How do the urban maoist actually work ?
The urban maoist cadres hide their maoist identity. They operate as Intellectuals, Activists etc etc . The Urban Perspective document says that, “All precautions must be taken to protect the identity of a comrades in the open organisations and contacts with the underground organisation should be maintained at the minimum.”
It is the job of the urban maoist to connect with the masses and organise them. They form their own organisations or infiltrate other organisations. Forming mass organisations and engineering massive agitations is how the urban maoist actually work in the cities.
Question 6 :–
In which social segments do urban maoist work ?
The urban moist work in almost all segments of the society. They work and organise the workers, farmers, students, women, middle class employees, intellectuals, dalits, tribals, religious minorities etc.
These urban maoist always try to create their own network within the Police, Para military forces and the Armed Forces. The ultimate goal of the urban maoist is to encompass all the social segments within their sphere of influence.
Question 7 :–
What are the different types of Urban Maoist Organisations ?
These Urban Maoist operate through different types of organisations. Their Political and Organisation Review (POR) identifies three types of mass organisations :
1) secret revolutionary mass organisation
2) open revolutionary mass organisation
3) open legal mass organisation which are not directly linked to the Party.
This 3rd type of mass organisation is further subdivided into 3 broad categories
- a) Fractional Work
- b) party formed cover organisation
- c) legal democratic organisation.
Question 8 :–
What exactly is Fractional Work ?
Fractional work means that the Maoist Party works through the numerous other non – maoist organisations in the urban areas. The Party, through its members, infiltrates such non – maoist organisations. Once they have penetrated an organisation they strive to secure the leading position in it so that they can control and guide that organisation to achieve the maoist goals. Urban Perspective document clearly mentions that, ” This method of organising, if properly conducted, offers the best opportunity for cover work for a long period of time. It should be used in all urban areas and if we do not disclose links with the party then we can function without suffering any repression from State Forces.”
Readers must understand that the maoist Fractional Work is the most dangerous type of work carried out by the urban maoist cadres. It is extremely difficult to identify, expose and prosecute the urban maoist.
Question 9 :–
What are the Security Agencies doing against urban Maoist ?
The Security Agencies are constantly monitoring the activities of the urban cadres. They compile data about them, their urban network and their links with the armed maoist in the jungles. The urban maoist work in a very secret manner, without disclosing their real maoist identity. Arresting them and securiting their convictions in judicial trials is extremely difficult. In spite of that, the Maharashtra Police have been successful in securing the convictions of 4 top urban maoist cadres and about a dozen top-most urban maoist cadres are still in prison pending trial.
New legislative enactments are necessary for curbing the dangerous activities of the urban maoist.
Question 10 :–
What can the common man do against the Urban Maoist ?
National Security is the joint responsibility of the Security Forces and the Citizens. The common citizens must first understand the danger posed by the urban maoist and collaborate with security forces in identifying and exposing the Maoist. Social organisations and Activists must study this subject and then educate the masses. All Terrorist organisations including the Maoist Party have their roots in the society, the moment the whole society turns against the Maoist then they would be finished in no time.
Common man, through their social organisations must start mass sensitisation programs and massive anti-maoist awareness campaigns. Once this happens then Maoist -terrorist organisation shall cease to exist.
