We frequently read about Maoism, their attacks, and bloodshed in newspapers. But what exactly is Maoism? What do they want through this bloodshed? Many of us are unaware of these fundamental
questions. We also don’t know the aims of the Maoists and how they
plan on achieving them.

We should not forget that a Maoist organisation is an underground and secret organization. They never clearly reveal their aims before
society. On the contrary, they create confusion in society about
themselves. These disciples of Mao-Tse-Tung operate in society under
a false name, i.e., ‘Naxalism’. The common man who is struggling to
meet his daily needs doesn’t have enough time to study Maoism.
These limitations of the common man and manipulative tactics of the
Maoist have created more misunderstandings about the Maoist.

On 21 September 2004 two organizations :

Maoist Communist centre, which was powerful in Bihar, Bengal, and Orissa. The Communist Party of India’s (ML) People’s War, which was having its hold in Andhra Pradesh, Maharashtra, and Chhattisgarh, merged together, forming a new organisation named ‘Communist

Party of India (Maoist)’.

This organisation is responsible for the bloodshed in the whole country today. When this organisation was formed, its aims, policies, and constitution were framed. Another four books were also approved. Out of these books, the most important book is ‘Strategy and Tactics of the Indian Revolution’. This book gives real information regarding aims and clearly mentions the strategies of Maoists to achieve them. A mere perusal of this Maoist book clears all the doubts about the Maoist, jungle, or urban cadres.

Aims of Maoist

In chapter 5, page no. 26, Maoists clearly mentioned that their aim is
to demolish the existing political, economical, and cultural system and
to replace it with a new Maoist system. In chapter 6, page no. 29,
they write that political power can be grabbed by means of war. War
is the ultimate solution to the question of seeking power. For securing
political power, Maoists should have their own army. Defeating the
Indian Army, Police, and Administration is the ultimate aim of the
Maoist Revolution. The Chinese Revolution and Protracted Peoples
War are the paths to achieve our aims.

Strategy to achieve political power

In Chapter 6, page no. 32, Maoist explained that wherever our enemy
(Indian System) is weak, especially in remote areas, we must establish
our strong bases. After that, we must surround the cities and take
control of them. Thus, capturing whole political power is part of our
long-term war strategy. They also mentioned that in remote areas,
Indian armed forces (army and police) are weak, so we must develop
our base areas there. From these base areas, the Maoist army must
attack the enemy (Indian Army and Police)

On page no. 35, they write that compared to the Indian Army and
Police, our weapons are of low quality. To balance this weak position,
we should motivate and unite people to fight for our cause. On page
no. 37, it is clearly mentioned that our war is not a traditional kind of
war, but we will motivate common people to unite and fight against
established military and political systems. Using people this way is our
strategy in this protracted peoples war.

For the Maoists, India is the enemy, and they have waged a war
against it. By killing the Indian army and police, they want to grab
political power.

Maoist Frontal Organization

The Maoists operate only in the jungles, a common misunderstanding.
In fact, Maoist has major organisational work in the cities and has a
strong support base there.

In chapter 11, page 96, Maoists have mentioned that the Maoist Party,
Maoist Army (PLA), and United Front (UF) of the numerous Maoist front
organisations are the Three Magic Weapons. The Maoist Party controls
the PLA and the United Front. The UF will be formed by uniting factory
workers, farm workers, and middle-class people in cities.

On page 97, Maoists write that the United Front will mobilise the
whole society with the aim of capturing political power.
On page 101, Maoists have explained in clear words that war is the
main form of struggle. Maoist army is our main weapon. Front
organisations and people’s agitation are also important, but their aim
is limited only to the extent of helping the Maoist war.
When common man participates in political agitations through Maoist
front organisations, the Maoist organisation and their army
automatically get new recruits. – page 103.

Thus, the main purpose of the Maoist front organisations that are
working in the urban areas of our country is clearly revealed here by
the Maoists themselves. The aim of Maoist front organisations is to
recruit new people in Maoist organisations to fight war against India.
Nobody should have any doubt about this now.

Special Social Segments

For continuous recruitment in the Maoist Party and its armed wing,
Maoists are targeting specific segments in society. In Chapter 12,
page 107, Maoists mentioned that ‘Women, Scheduled castes,
Scheduled tribes, and Muslims are very important social segments for
us. We must specially mobilize them. We must start many agitations
among these segments through our front organisations.

On page no. 109 SC’s: Maoists should focus on SC’s (scheduled caste)
by treating them as special social segments. We must establish our
own SC organisations at different levels. These organisations will not
be merely caste organisations but would be class organisations for
the purpose of eradicating castes.

Page No.110 We must work within the caste organisations that are already established by middle-class SC’s and reveal the opportunism and selfishness of their SC leaders. We should expose SC leaders in society. How SC leaders are achieving their political aims through SC organisations needs to be exposed. If Maoists establish their own SC
organisations, these selfish conventional SC leaders will be
permanently ruined.

The Maoists intend to completely wipe out Dr. Babasaheb Ambedkar’s ideology. Is our SC society aware of this sinister Maoist conspiracy?
Dr. Babasaheb Ambedkar himself had strongly opposed Communism, and he explained to the whole world that it is wrong as it is based on ‘Himsa’ i.e., bloodshed! Maoists are killing Buddhists in Tibet but luring Buddhists into their trap in Maharashtra. For how many days can we tolerate this deception? The whole SC society and leaders should
unite and resist the Maoists.

Other separatist organisations and Maoist

Maoist opinion regarding India and Maoist strategy regarding separatist organisations both are explained on page 113. Maoists have written that India is a group of many small nations. Existing political system has suppressed nationalist feelings and movements by force. Maoist organisations should strongly support separatist organisations in Kashmir and north-east India. Maoists must help these organisations till we defeat our common enemy, the Indian system. Maoists fully support the right of self-determination of these organisations and the right to secede from India!

To unite all these different separatist organisations under the leadership of the Maoist organisation and establish a United Front to fight our common enemy—the Indian political system—is the ultimate
aim of the CPI (Mao).

The Indian society has to unite against the Maoists who wish to disintegrate the country. Today our nation stands on the strong foundation of the Constitution framed by Dr. Ambedkar. Maoists want to destroy this Constitution, multi-party elections, the most precious right to vote, freedom of thought, freedom of the media, independent
judiciary, etc.

To declare India an enemy, to establish an army, and to wage a war against India by killing Janjatis and SC’s and trying to capture political power. By uniting separatist organisations to disintegrate the nation, this is the whole Maoist thinking. These aims, objectives, and strategies have to be understood by all. Otherwise, it will be impossible to defeat the Maoists

Maoists have waged a war against India, and they are trying to
disintegrate our country. Now this is clearly proved by this Maoist
document. The fight against the Maoists is not the sole responsibility
of the security forces. The whole Indian society should unite with our
security forces to defeat the Maoists. Everybody must remember that
if we don’t unite now, the future of the next generation is in grave
danger.
